Henry Baxter was the son of John and Susannah Baxter, née Jackson and brother of Private Richard Baxter (15560) (q.v.). Their father was born at Skipton, Yorkshire and mother at London. The 1871 Carleton-in-Craven, Yorkshire Census records Susannah as being born at Walton Abbey, London.
