Randolph Riley Parkinson was the son of John and Sarah Ellen Parkinson, née Chew and brother of Private Dawson Parkinson (23716) (q.v.). Their father was born at Bolton-by-Bowland and mother at Newsholme near Gisburn, Yorkshire. Randolph and Dawson were cousins of Private Arthur Bleazard (11189) (q.v.) and brothers-in-law of Private Samuel Hayhurst (Pinder) (38239) (q.v.).

1901 Gisburn, Yorkshire Census: Riley Parkinson, aged 12 years, born Halton West, Yorkshire, son of Sarah Parkinson (married).

1911 Clitheroe, Lancashire Census: Withgill Farm - Randolph Riley Parkinson, aged 22 years, born Halton West, Yorkshire, employed by George Robinson, Farmer. [In 1911 Riley's mother was living at 15, Wesley Place, Earby and his father at Bolton-by-Bowland.]

Riley was working as a farm labourer at Far Fence End, Thornton-in-Craven before joining the Army on the 15 August 1916.
