Randolph Riley Parkinson was the son of John and Sarah Ellen Parkinson, née Chew and brother of Private Dawson Parkinson (23716) (q.v.). Their father was born at Bolton-by-Bowland and mother at Newsholme near Gisburn, Yorkshire. Randolph and Dawson were cousins of Private Arthur Bleazard (11189) (q.v.) and brothers-in-law of Private Samuel Hayhurst (Pinder) (38239) (q.v.).

Riley was working as a farm labourer at Far Fence End, Thornton-in-Craven before joining the Army on the 15 August 1916.
